The blue layer on the reverse is the whole point: it stops the previous poster, the hoarding behind it or the paste itself from showing through the printed face. Your advert looks the way you designed it regardless of what was there last week, and it will usually last longer outdoors than plain paper.
It costs very little more than ordinary poster paper, which makes it hard to justify not using it on any paste-up job.
